In short: In an HMO, bedroom and front door locks must let occupants escape quickly in a fire, so the inside should open without a key, usually with a thumb-turn, and key-operated deadlocks shouldn't be used on escape routes. Bedroom doors are often fire doors with self-closers in larger HMOs. Tenants need lockable rooms for privacy and security. Follow your council's HMO standards and the LACORS fire safety guidance, and keep fire risk assessments up to date.
