In short: Landlords in England must have a valid EPC and give it to tenants before they move in. Under the Minimum Energy Efficiency Standards, most private rentals must be rated E or above, unless a valid exemption is registered. Councils can issue fines for breaches. The government has proposed raising the minimum to C by 2030, with a cap on required spending, so many landlords are planning upgrades now: loft and cavity wall insulation, heating controls, efficient boilers or heat pumps, double glazing and LED lighting.
