Brent Additional Licensing for HMOs – What Landlords Need to Know in 2025

Brent Council has made changes to its property licensing requirements, affecting landlords who rent out Houses in Multiple Occupation (HMOs). As of February 1, 2025, the Additional HMO Licensing Scheme has expired. This means landlords of smaller HMOs (3-4 tenants) no longer require an Additional HMO Licence.

However, other licensing rules still apply, and landlords must ensure they remain compliant with Brent’s Mandatory HMO Licensing and Selective Licensing Schemes.

What Was the Additional HMO Licensing Scheme?

Brent’s Additional HMO Licensing Scheme required landlords of smaller HMOs (3-4 tenants from different households sharing facilities) to apply for a licence. The aim was to:

✔️ Reduce overcrowding and poor living conditions
✔️ Protect tenants from rogue landlords

The scheme officially ended on January 31, 2025, and is no longer required for smaller HMOs.
