Havering Council operates a Selective Licensing Scheme to regulate private rental properties in certain areas of the borough. If you are a landlord renting out a property in Brooklands or Romford Town, you must obtain a Selective Licence to remain compliant with local regulations.

The Selective Licensing Scheme was introduced in January 2021 and runs until January 24, 2026. It aims to:

✔️ Protect tenants from unsafe or poorly maintained homes
Landlords must apply for a Selective Licence if their property is in a designated area, even if it is not an HMO (House in Multiple Occupation).
