In an effort to improve housing standards and address issues within the private rental sector, the London Borough of Redbridge has expanded its selective licensing scheme. As of 8 April 2024, the scheme, known as Selective Scheme 4, encompasses 15 additional wards, requiring landlords in these areas to obtain a selective property licence.

This expansion follows the earlier implementation of Selective Scheme 3 on 1 November 2023, which covered the Ilford Town and Valentines wards.

Licence Application Process:

Landlords operating within the specified wards are required to apply for a selective licence through Redbridge Council's online portal. Applications for Scheme 4 opened on 4 March 2024. The standard licence fee is £860 per property, with a £35 discount available for accredited landlords, reducing the fee to £825.

Required Documentation:

When applying, landlords must provide the following documents:

  • Valid Gas Safety Certificate (renewed annually)
  • Electrical Installation Condition Report (EICR), valid for five years
  • Energy Performance Certificate (EPC) with a minimum rating of E
  • Proof of landlord accreditation, if applicable

Operating a rental property without the necessary licence is a criminal offence. Landlords may face financial penalties of up to £30,000 per offence or prosecution in court, where fines can be unlimited. Additionally, tenants in unlicensed properties can reclaim up to 12 months’ rent through a Rent Repayment Order (RRO), and landlords may be restricted from evicting tenants using the 'section 21' process.
