The selective licensing scheme became operative on 13 January 2025 and is set to run until 12 January 2030. Landlords and managing agents were able to begin submitting applications from 5 November 2024.

Exemptions

Certain properties are exempt from the licensing requirements, including:

  • University or college accommodation occupied by students and controlled by the institution.

  • Properties where family members rent from the owner, provided appropriate evidence is supplied.

  • Selective Licensing: £340 plus £460 per property.

Additionally, properties that were licensed under the previous selective licensing scheme, which ended in August 2023, are eligible for a £300 discount if they apply within three months of the new scheme's commencement.

Failure to license a property that requires a license is a criminal offense. The council has the authority to prosecute landlords or impose financial penalties of up to £30,000. Furthermore, operating an unlicensed property can affect a landlord's ability to evict tenants, as no Section 21 notice may be served in relation to a shorthold tenancy for an unlicensed property.
