In short: In England, a home is usually counted in the means test for residential care unless a partner or certain relatives still live there. Councils ignore the home for the first 12 weeks of permanent care, and a deferred payment agreement can let fees be paid from the home's value later, so a quick sale isn't always necessary. If your parent can't manage their affairs, you'll need a lasting power of attorney for property and financial affairs to sell. Deliberately giving the home away to avoid fees can be treated as deprivation of assets.
